How to Apply for Passport Offline

1. Age Proof: You can submit birth certificate, school leaving certificate, etc. 

1. Multiple copies of passport-sized photographs as per the requirement set by the government. 

Note: You may be requested to submit additional documents based on your application. 

How to Apply for a Passport Offline in India? 

You can apply for a passport online on www.passportindia.gov.in.  However, if you are not comfortable submitting an online application, the government allows you to submit an offline passport application at any of the below centers. 

1. District Passport Cell (DPC) 

1. Speed Post Centre (SPC) 

1. Citizen Service Centre (CSC) 

Note: Only applications for fresh / new passports can be submitted to DPCs, SPCs and CSCs. 

How to Apply for a Passport Offline at the District Passport Cell? 

Follow the steps given below to apply for a passport offline at the District Passport Cell: 

Step 1: You need to either buy the passport application form at the DPC or download it from the Passport Seva website. 

Step 2: You need to fill out the application form completely and attach the required documents. Do ensure that you also have original documents along with copies. 

Step 3: You need to visit the DPC office and submit your passport application form. 

Step 4: You need to pay the application fee to complete the application process. 

At the end of the procedure, you will receive an acknowledgement number which will help you track your application status. 

How to Apply for a Passport Offline at the Speed Post Centre? 

Follow the steps given below to apply for a passport offline at the Speed Post Centre: 

Step 1: You need to download the application form from the Passport Seva website or buy it from the passport application form at the SPC. 

Step 2: You need to fill out the application form completely and attach the required documents. Do ensure that you also have original documents along with copies. 

Step 3: You need to visit the SPC office and submit your passport application form. 

Step 4: You need to pay the application fee to complete the application process. 

At the end of the procedure, you will receive an acknowledgement number which will help you track your application status. 

How to Apply for a Passport Offline at the Citizen Service Centre? 

Follow the steps given below to apply for a passport offline at the Citizen Service Centre: 

Step 1: You need to download the application form from the Passport Seva website or buy it from the passport application form at the CSC. 

Step 2: You need to fill out the application form completely and attach the required documents. Do ensure that you also have original documents along with copies. 

Step 3: You need to visit the CSC office and submit your passport application form. 

Step 4: You need to pay the application fee to complete the application process. 

At the end of the procedure, you will receive an acknowledgement number which will help you track your application status. 

Offline Passport Form Submission at Passport Seva Kendra (PSK)

Application forms for new or fresh passports, as well as other sorts of applications and related services, can be submitted at PSKs, unlike DPCs, SPCs, and CSCs. At PSK, appointments are not always necessary. Those who fall into this group are known as walk-in candidates. These are -

1. Tatkaal or urgent cases
2. Police Clearance Certificates (PCC)
3. Senior Citizens
4. Minors
5. Handicapped
6. Cases where tokens were not issued due to issues with documents.

In the event that you are a walk-in applicant, you must first complete the online application process through the passport site and obtain an ARN receipt. You must attend the PSK during the walk-in hours and bring this ARN receipt and any necessary documentation. 

For cases where token was not issued, walk-ins are allowed up to 3 days from the original appointment date.

Passport Application Process at Regional Passport Office 

Sometimes, Regional Passport Offices issue specific instructions regarding whether applications will be accepted directly at their counters. When applying through a Passport Office, the process is like other offline methods. 

You will need to obtain the application form either by purchasing it at the Passport office or downloading it from the official Passport Seva website. Once filled, the form should be submitted along with a recent passport-size photograph, photocopies of the required supporting documents, and the original documents for verification. Finally, the applicable passport fee must be paid through the prescribed payment method to complete the application process.
